While i love my shield, ever since a few days ago all video has beens stuttering. This is odd because the UI is not stuttering at all.
I have already done a factory reset.

What's the source are you playing from the video? Before this issue started to appear you were using the same monitor?
I noticed this too when I play videos within Plex (server) on the Shield, streaming from my fileserver over gigabit. I didn't have issues immediately post 3.2 firmware update, and I can stream fine using the VLC app on the shield from the same fileserver. I'm pretty sure it started when Plex pushed an app update.
