Not sure what the issue here is

Not sure if this is a windows issue or a hardware issue but this is what I am seeing I'm restarting my computer. This message comes up

Has anyone dealt with this before? It starts at ten seconds and goes down from there. When I try to pressing any key it doesn't do anything and sometimes it just stays at 10 seconds or stops on an number like it has done in this pic. I am able to eventually get it back to working and log back into my pc. Could this be a harddrive failure of some sort?

That usually happens when you have a boot error. I got that after i booedt linux from a usb. probably best to just reinstall windows if it doesn't go away after its finished the check.
