Not able to mkfs (Device or resource busy) - used drives

I'm not able to mkfs on some old SAS drives I've acquired. as per a previous post, I bought a old dell poweredge 1950, and put a simple LSA SAS card into it (HBA, no raid) and installed Ubuntu 16.04 server. The disks are 300G 15k used SAS drives. I am able to partition them, but when I try to mkfs, I get this message:

ERROR: unable to open /dev/sdc: Device or resource busy

The drive is not mounted. lsof and fuser don't list it at all, and any other suggestions I could find on google have come up empty. This drive is used, so originally it had a dell super block raid magic number (?) on it, I wiped with mdadm. (wipefs did nothing but tell me it was their). Anyone have any suggestions on where to go from here?
