Im upgrading the video card on my computer but the manual says something about a pci-e slot max power limit. Does a PCi express slot have a max power limit? So if my video card needs 100 watts and i have a 1000 watt psu will it not matter because my pci-e slot can only put out 75 watts?

No, the card gets the power from the 6 or 8 pin connectors you plug into it from the psu. The 75w is for cards without external power, eg. sound cards. etc.

Judging by the specs of your computer it might be better off to build yourself a new computer vs upgrading an old prebuilt.
