NH-C14 blowing upward?

So I've made a few threads highlighting my poor case airflow, but here's a quick rundown:

4U case, poor ventilation. Lots of fans, but only because there isn't room for fewer fans in the right places.
A Noctua NH-C14 (top-down 2x140mm fans) is the biggest CPU cooler I could find that fits in my case.
Not interested in changing cases to something that isn't rack-mountable.
My case is sitting horizontally (motherboard side down), so the CPU fans blow straight down onto the motherboard.

I am considering flipping the CPU fans to blow upward (directly away from the CPU itself), because, you know, thermo-whats-a-majigger. My two concerns are:

Would this then cause negative pressure on the motherboard below, and would it even matter that deep into the case, in terms of dust, etc.?

Noctua designed it to blow down, is this assuming it will be used in a tower case (vertically mounted)?

Will it make a damn bit of difference, anyway? The top fan of the cooler would be blowing directly onto the roof of the case. Maybe that's better than spewing warm air onto the mobo?

Oh, I'll add this quick question- what temps are peeps getting with the 5960X? It seems like no matter what I do or what the ambient temps are, it always idles above 40C.

Regardless of up or down that hot air needs to leave the case, so perhaps an option is to 'flip' the fans and mod your case with a fan grilled area so the hot air from the cpu leaves the enclosure.
