The Passmark Performance Test9 showed 3d graphics performance of below 5fps. It seems like the discs that came with both the motherboard and graphics card aren't loading programs/drivers properly. I'm not too good on the software side of things as I'm self taught and there are some glaring lacks in my knowledge base, and I can't even tell what I don't know.....Anyway;
So while installing win8.1 I made sure all buttons regarding updates and telemetry were turned off and have done no updates because I don't know how to tell which updates will force telemetry and future updates down my throat. I'll leave that for a different thread unless that directly affects this.
After installing win8.1 I used the disc that came with the Gigabyte motherboard and installed all drivers and apps except google related. I then used the disc that came with the graphics card and installed all the drivers and apps except google related. The graphics driver doesn't completely install. There is also problems with some gigabyte apps. If someone could explain how to do a screenshot I'll do that.
I've tried "repairing" the win8.1 install and redoing the two disc driver and app install. I've tried DDU and installing drivers directly from AMD site. Any input?
Restart everything. Create a new Win 8.1 USB, delete all partitions on the HDD, and reimage it.
Then, download ALL of your drivers from the internet (preferably OEM's website). The driver cd's are typically months old, and may have bugs which got patched in later versions.
I agree with @TheAlmightyBaconLord, do a fresh install of windows formatting your drive and get the necessary drivers from the manufacturers websites (Gigabyte for mobo drivers and AMD for gpu). Motherboards come with a lot of useless and down right crappy programs.
There seems to be more than one issue going on here, so I'll try to address each one.
GPU performance Go ahead and throw the disks away, just get the latest software from AMD directly. Those CD's often ship with an outdated version, and it would take you more time to install those, then install the new version on top of that.
Also, you probably don't need LANOptimiser. Looks like all it does is place priority on certain packets, but if you use QoS on your router then this could screw with you, as you're using QoS on-top of another QoS. But, YMMV.
Memory Errors Go to Event Viewer to see any Critical errors and their details. Since you are getting errors on a fresh system, this either means that your RAM is just bad, or not installed correctly. First, try to reseat all the RAM, and make sure that you are using slots 2 & 4 (as you only have two DIMM's in use currently).

If re-seating doesn't work then you will have to run a test on each individual stick using Memtest86. It will run a full scan on every memory location and let you know if anything is bad. Follow the instructions on their website to use the software, but you will need to a spare USB drive handy to burn the ISO onto, using a tool such as Rufus.

After installing all of the drivers such that device manager looks pretty (has no flagged hardware with missing/bad drivers), it is then time to install the library dependencies for software you will be using in the future.
Disable System Restore. System->System Protection->Configure...->Turn off...->OK
Get the latest supported Visual C++ downloads and install all of them (both x86 and x64) starting from the oldest and working your way up to the newest. You may need to close explorer using task manager to do this without rebooting.
Don't use that software, many people on Steam have major issues with Iobit Driver Booster and I have used Iobit Advanced System Care in the past when I was less tech savvy. Many reports of crashes and unable to boot their systems without reformatting and reinstalling Windows which also happened to me when I used Advanced System Care
Still use it now ? Every once in while i run in to needing the old driver verses the newer one. Plus that is an old one and the misrepresents what it does. Bs It is not a cure all nothing is. That says for steam which is something i am not familiar with as i beta most of their stuff. I have been using and beta testing ASC since they came into existence which has been awhile.
With that said :) Microsoft has never stolen anything. Steam reviews :) From nubs looking for a completely easy button. You still have to use it with some understanding. I do not consider everything about it great. I have not found any mention of a steam app in their forums yet ?
