Those are some incredibly old parts
Stay away from thermal take power-supplies especially the smart power
Most of those don’t even have merchant links so you can even buy them for that price
You can use windows for free and legally you just can’t change your background if you are that hard up for cash
You’re going to need a lot more than 300$ to start

You might want to look for am4 prebuilts on eBay and research CPU compatibility
Some that is compatible with a 3500X is a good start 3500X can be had for 50$ on ebay

Get yourself an old(er) workstation from HP, Lenovo or Dell from ebay or similar. Those can be found for below 300 USD and are miles better then your parts list. Just make sure it’s not a barebone machine as those require extra parts. (=> extra expense!)

Make sure it’s not a slim PC so you can stuff a GPU in there
I recommend an Nvidia 10 series, anything above a gt 1030, higher number better

You just can’t use the windows option in the menus…
But I absolutely agree.
Remove the windows from the shopping cart…
RX 580 as great as it was, is ancient history and the CPU is old as hell.
Throw those 100$ into your build.
My personal advice: get the best GPU and CPU you can. Use a lower end, but not crippled motherboard. You don’t need a top of the line board.
I am more familiar with AMD, so I don’t know how crippled lower end Intel boards are.
For me in the world of PSUs there is only one brand and that’s Seasonic.
Or better yet linux! It’s free and you can start down the path to getting your 1 year linux badge! Also learn something in the process!

If you’re that adamant, for this platform
Yank the Windows Key off the heep – replace with Linux
Apply that 100, mostly to PSU - esp since >1 ATX plug is involved, on mainboard
[ex. EVGA 700W non-modular 80+Br]
Change that cooler, to something like Thermalright Assassin 120SE [~40 off Amazon]
