His price is $135. Is this a good deal? I am new to PC gaming and could easily be taken advantage of at this point. I don't want to buy it, then realize I need to upgrade a month after owning it. I watch Razethew0rld on youtube and it seems like this would be an appropriate place to get advice. I am not an "enthusiast" but want to run on high or max settings.

The 560 and Ram alone would be around that price if not a little more.
I can't comment on motherboards as i am only myself getting my first build together but RAM is so cheap just go on amazon and buy 8GB 1600mhz and buy the card seperately at a slightly lower price. That card with updated drivers should be all you need as anymore and your CPU etc may bottleneck it.
Sir $135 for the GTX560 and 4gb of DDR3 1600(is it two 2gb sticks or one 4gb stick?) is quite a good deal! Is your $450-550 budget with the $135 included or on top of the $135? Either way, that i3-540 directly completes with a 965BE in price and in performance. For $450 you can get more performance for your dollar then the i3-540 can deliver. The system you listed will work, but there are so much better options right now for your money then socket 1156. Please let us know if you are interested in other build options, we can recomend intel and AMD builds that work properly nice.
I don't really know I know a hell of a lot cheaper than newegg, probably around 50% retail, correct me if I'm wrong but you can OC 1st gen i3s by FSB OCing
Indeed a very good deal! The overclocking i honestly don't know how they go about it in the 1st gen, thank you for the forum link i'll have to look around and see if i can snatch a i5 for a good deal.

The cheapest possible build though is the i3-540, since you already have the motherboard with the gpu purchase you save some money. http://pcpartpicker.com/p/tIAS At $238 the i3-540 is the best deal as it rivals the 965BE but you have the advatange of the cheaper parts in hand. If you are looking for the best bang for your buck the i3-540 is it, even if it is considered a old socket/cpu. It will do well in gaming, and it is a great deal if your goals for your system in the future are not extremely high.
Also please check out pcpartpicker.com as it gives you prices from various vendors, and if you are buying online you can save quite a large sum of cash.
