New PC advice

So I have a budget of around $1300 and I live in the U.S.

My preferred retailers are Newegg or Amazon.

I need a new monitor, 24in" and a keyboard/mouse. 

This is will be primarily used for gaming and for some basic office work. So a general gaming pc.

I plan on overclocking the system components.

I do plan for a custom water cooling loop in the near future.

I also need a new OS.  

For in game experience; I prefer as high of a resolution i can achieve at least at 1080p resolution. I play games like BF4, Metro Last light, Skyrim etc.
