I set you up with what I think will be a good starter kit. I spent a bit more on the motherboard because it's the backbone of the whole thing. And I want to make it easy for you to have features you may want to use in the future and not have to worry about getting a new board all over again to upgrade a processor, add a msata or sata express SSD, or if you want to do crossfire or sli. Board suppost 3 generations of intel processors so plenty of stuff to upgrade from.
You may be thinking I don't want to do any of these things. I better safe than sorry and have and not need it than need it and not have it.
I know the Ram I picked is blue. But its good ram and I know it works with almost everything with no issues. Also in the amazon page you can find a red ram that matches the board color perfect if you care about that.
CPU is a simple dual core chip. But can game very well. Its also unlocked and can overclock really well. I suggest you do this. 1 its will be a good learning experience. 2. Its a cheap chip so if you screw up (kind of hard to do these days with all the safety stuff on new motherboards) Anyway you get the point. I am using this board so it does have a easy UEFI interface to help with the learning curve.
The graphics card you can get a better AMD part. But I just don't trust the venders at the price point your at. And the 750 Ti is nice low power, runs cool, and overclocks well if you want to experiment.
Power supply you lucked out and this XFX one is on sale and is OEM made by seasonic. Seasonic makes the best PC PSU's you can find. To get one this cheap is rare.
Hard drive is basic. But faster than what you will find in a console and twice the storage.
Case is in there as a place holder. I suggest you look around yourself and find one your happy with. When building a PC its about your style and what you like. So go find something that is to your liking. Your the one that has to live with it after all.

Both good idea's but would be hard to keep a good budget. And not just get junk parts for everything else.
This would be up to the builder. I know a lot of people say put it all into the GPU. But I always suggest good parts. I have been bit in the ass by cheap gaming build myself. Spent most of it on the GPU and got too cheap motherboard and CPU. Just so you know what my thinking is.
Also depends on the person. If your coming from console. The 750 Ti still spanks the crap out of a console GPU.
I talked to a few friends that I have gotten to switch over. Its funny for us that have been in PC gaming for a bit we always shout graphics. But my buddy's have said what they like is the price games can be had. And the freedom PC gaming gives. (AKA Mods, Home brew games, and the ability to upgrade) I find it cool that every time I talk to a new convert they seem to have a new reason.
Only 50 bucks more will buy you this. It'll game pretty beastly.

Whatever you do, when doing a budget gaming build, get the best videocard you can buy befor anything else. And don't cheap out on the power supply. Cheap PSUs will cause you trouble.
Hybrid drives don't perform that well. If they would just update from 8 GB to say 64 it would be worth it. I also feel you are building yourself into a corner with AMD anymore. Until a new platform is launched next year I think its time to put AM3+ to bed.
I agree with this although parts like motherboard and ram generally its safe to cheap out on, because they are parts that either work or they dont when you get them. And unless you are pushing crazy overclocks its pretty safe to go cheap on a motherboard. Generally my order of precedence in terms of where you should put your money:
Power supply - never go cheap, always top brand, always bronze or better
GPU - dump most of money here for a gaming machine
HDD - protect that data with a halfway decent drive
CPU - majority of excess cash here
RAM, Mobo, Case - leftovers here divided however you want
Your right, I placed no money into my game rig and ended up with a quadcore core duo dell with a PNY video card and 8gigs ram all parts found around the house. Had to go out and get the video card but was under 100 bucks. Runs pretty well but using Steam on Debian so really could have gotten away with less power. For a windows build I would have wanted more MUCH more. HDD can be important on a windows build you don't want everything crashing to a halt because your 5400 rpm sata II drive is in the middle of loading your game data. Even in this slow computer TekSyndicate used as a PFsense firewall box I use a SSD. Maybe a bit overkill for speed but I like to move the gaming box from the front of the desk to the wall sometimes (when I almost win) and can't risk a mechanical fail when doing so ;)
OP should say that. And I can't assume anything. Your right I should have asked. Maybe they would just be cozy buying something instead of building it. You never know. When given 600 dollar and asked to pick parts that's what I do.

It's still the best plattform for budget builds. It's well priced and overclocks great.
Hybrid drives are a great choice if the budget is tight. You'll have more fun with a hybrid drive than with a cheap SSD+HDD config.
Where do you still pay 100$ for Windows?
I just paid 35€ for Windows 7 Ultimate 64 bit. And no, not ebay.
He should maybe try getting some of the parts from Ebay, like the CPU and the videocard. Just make sure you get something that comes with the original invoice.
