New build slows down to a crawl when downloading steam/origin games

Okay so I just built a new tower and used some decent components so performance should not be a problem. I am having issues though when I download my games. Do not know if its hardware like HDD or network related. When I download a game on my machine the network usage goes to 100% and my system starts having instability(I usually watch YouTube while downloading and this is where its most apparent as the video lags and stutters and my mouse cursor does as well) no bluescreens though. I am not even downloading to my boot SSD but my storage HDD for my games. System is at stock speeds... Even right now I see a bit of slow down typing this post while watching a video on a side window. Starting to suspect CPU or RAM but prime runs stable for hours even with an overclock when not on stock. Drivers are up to date as well. I feel stumped as I have so many things to test for this issue but honestly it can be ram to ssd or hdd to cpu to psu that I just dont know where to go from here. Here are my specs

CPU: FX 8370e
Ram: AMD 16GB 1600mhz (2x8GB)
Mobo: MSI 970 Gaming
GPU: XFX DD R9 290
PSU: Corsair RM850
SSD: PNY CS1111 120GB
HDD: Seagate Barracuda 2TB 7,200 RPM
Case: Corsair 750D
LG Optical Drive
Win 8.1 Pro + Media Center

  • Run a live distro of linux - any will do. Even better if you make a usb with the iso + persistence. Install steam, download games and watch youtube as you would in Windows.
    If all is sweet then there is a software fault, if not then its a hardware issue.
  • If using Windows 7 check what DPC latency readings you get. Use the following to get the readings.

    ----Dont bother if using Windows 8.1, only 7 or below.
    High readings (>500ms) and/or large spikes then it comes down to DPC troubleshooting. - Will help if needed.
    • just saw you have 8.1... bugger. If you have an old hdd around install 7 on that and test the dpc perhaps if you get a chance.

    Actually that's what I was about to do right now lol Linux rock!. I think I was overheating my PSU... Before I went the linux route I decided to double check all connections and even though temps were fine through software the PSU was abnormally hot to the touch, the RM850 does not spin the fan until it reaches 40% load and my PSU's intake is not at an optimal position since its in the corner of my desk against the wall so with no fan spinning I guess I was (hotboxing) the PSU. Taking off the side panels and running it right now I am having absolutely no issue now typing this reply, while downloading GTA, and watching the new case review Logan just uploaded.
