As I respect yours, sure, a fresh install is the best approach if OP knows how to backup and disinfect the files in real time :)
Otherwise your data is lost (not really though, as long as it's not overwritten on the hdd, ssd is a different story) and you've a clean install.
In the age of cryptlocker mallware... and harddisk failures... a true backup IMHO is the only way to have your precious data save.

I reset my computer keeping files and reinstalling windows. Whew :)
Be careful with executables that you kept.. they possibly could be infected.
