I’d suggest grabbing one of the ex-business i5 3470/4570 powered SFF machines off eBay.
They’re a complete package, cheap(£80-100 here in the UK), compact, typically come with a Win7 license, and will blow the socks off both their current hardware and any new alternative. (With a small SSD for the primary drive obviously)

I really wouldn’t consider them significantly less reliable than new. Though if you do want some kind of warranty, there are refurbishers who’ll sell you the same spec, but with 6-12 months warranty & support for a slightly inflated price.
