I'm looking to build a PC but don't want to buy the os, I've recently found out that I can download windows 8.1 off Microsoft's website and just need a product key to activate it, so could I reuse the product key off a friends laptop?
yep, but you have to call microsoft to get them to cancel the key on the laptop. it will render the os on the laptop useless.
