No. you need a Fast CPU and Fast Internet.
Apparently my 8350 is not fast enough. I only have about 50 something megabytes of Internet speed.
Correction:I think my 8350 processor is not fast enough.

Do you even have a 4k monitor/tv to stream to since most modern ARM CPUs can playback 4k. Run a speed test on your internet to see what your real speeds are and also you may be being throttled so a VPN may be required.
I currently don't have a 4K monitor only a 1080p monitor.
The results of my Internet speed tests are only 30 MB per second.

Well the minimum is 20Mbs when audio is factored in
Most current smart phones could play back 4k
Also it mights be the scaling that is killing you.
Less compressed 1080p will look better on a 1080p display than the highly compressed 4k that Netflix uses.
Oh 4k doesn't work on PCs anyway

No wonder even streaming to youtube at 720p would suck with that upload speed.

Cox communications have a download speed, but the upload speed sucks. Normally it's supposed to be 59 Mbps but sometimes it's just that speed in the picture.
yeah but streaming depends on your upload, not download.
And your upload is only 840KB/s in that test.
The Amazon video quality sucks anyway. Not worrying about that.
