Need low power GPU for Dell Optiplex 970

I need a decent GPU for a system with a first gen i7 850 (might be 870? Dun remember). Looking to sell it eventually, perhaps, but it needs a GPU. I have tried to put an ATi X600 in it to no avail. Even though it is PCIe it still whines about it. The 1 - 3 error code on the lights still comes up. Anyone have any ideas? I thought about a 750ti but those are rare and the last one I found was on a 200 USD price tag 4 months ago... If I could do an ATi/AMD card that'd be cool.

Also if you're about to ask "Why not get another PSU?" I can't. Dell has a proprietary plug that is basically an ATX plug shrunk down and I can't get an adapter either.
