So I was watching linus's Haswell over clocking Video.. and now am trying to OC my i7-4770k ... problem is he says to adjust the cpu cache ratio to be level with the oc ?? so 4.7ghz ?? but it doesn't go past 4.2 ??

The fact you are trying to go strait to 4.7 is stupid.
Second you are overclocking the Cashe. Not the CPU itself.
First set over clock to Multiplier first. Turn off EPU and then start adjusting the CPU core Multiplier. Start with 4.2. Then go up .1 until you get a crash. Also keep Voltage on auto unless you know what you are doing.
Then once you have that done then move onto the cashe and get it as high as you can going up .1 and then test. rinse and repeat.
