I do a necro here, because the Kernel 5.3 has actually a fix for this problem, my hacky workaround isn’t necessary any more and to be clear it didn’t work all the time anyway, so there is that

According to this article it will be back-ported.
Fixed by altering /etc/pulse/default.pa:
load-module module-udev-detect tsched=0
(turns off timer based scheduling)
