As the market currently stands, I think that you would be hard-pressed to see a lot of difference between the two processors. Yes, the FX-6300 has two more cores, but they will rarely get utilized. They are also older, and slightly lower clocked.
However, with DirectX12 coming out, extra cores will be utilized, although there will be diminishing returns. So the FX-6300 might get a bump up in the future.
As for the GPU, a lot of people are recommending the R9 280 over the GTX 960, because it is cheaper, performed a touch better out of the box, and does come with more VRAM. If it is true, in your case, that the R9 280 does cost a bit more, it still may be worth it. Now, if you meant the R9 270, that is still an acceptable 1080p card, for medium-high settings, but the GTX 960 is measurably better.
However, this selection of components is almost splitting hairs. I think that no matter what you decide to get, you'll be fairly happy with the performance for the money you spent on them. If you still have issues deciding, perhaps take a look at the feature-sets of the motherboards you are looking at.
