Looks pretty good, I would recommend changing your plan slightly. Take away the16 gigs of ram and put in 8 gigs instead. Not much will change, and you can put the extra money into a better graphics card.
If it's just a gaming PC you don't need 16 gb of ram, 8gb is more than enough for ALL games. If the system has only one graphics card a 860w platinum PSU is like the mother of overkill unless you plan to add a future graphics card or I don't know, charge your Tesla car from a usb port. 860w can be considered overkill by some people even in a 2 graphics card system. Running that fx 8350 on stock cooler is like having a vacuum cleaner near your desk that is permanently on. That being sad this system will be much, much more powerful and you will have a better overall gaming experience with it.
