Im thinking you should remove libbluray as well (do you have a bluray?) we can get it later.
But id now try the system upgrade again
i have a extral blue ray player but i own dvds sure ill remove it it is removed

To get bluray again you should be able to just install libbluray
For OBS
sudo rpm --import http://repo.tech-3.net/Fedora/TECH3-GPG-KEY.public

sudo dnf update && sudo dnf install obs-studio
