hi I recently bought a r9 280x for my pc I had a 500w psu it turned fine ran games but when I tried unigine heaven benchmark to make sure it was stable it crashed and it said the anti surge was activated so I didn't put under stress any more to not cause damage.so I'm looking for a new psu I have a very strict budget(due to spending £150 on gpu) and was looking at this psu

I know it's a cheapy but really can't spend more than that atm just wondering your opinion on wether it's enough to power my system and also what is ment by quad rail 12v is 32Ax4 or just 32A shared?

Don't get it. Quad rails means that it splits up the current on the 12V onto 4 different rails, so it might not be able to drive your GPU at all. If that PSU goes, it'll probably take some of your hardware with it. Wait a while to get a decent PSU from a brand you can trust Like Corsair, XFX or EVGA.
Thermaltake makes good stuff for the most part, but, as a practical matter it is very likely that your system failed because it hit the wattage limit of your PSU. I would try and get a higher rated unit 600-750 watts is where you should aim for. I have a 7970 (the older version of a R9 280 if i'm not mistaken) in a similar system that runs off a Corsair CX600M PSU and that just barely is able to power that system.
