I need to get the best fan for under $20 that is quite! Could you list the best 120 mm and the best 140 mm fans that are quite? Thanks in advance!
Akasa Viper - awesome fans, available in 120mm and 140mm, 112cfm @ 24db with 3.12 pressure - 10 - 15 bucks depending where you get them

Noctua fans are too expensive. And too ugly.
Noiseblocker eLoop B12-2. Don't use them in pull on a rad or CPU cooler. Because of the special design of the blades the air exiting the fan creates an annoying noise when hitting the radiator fins. But if you use it as an intake in your case (or pull on a rad) you're golden, they are more silent than Noctua. And they are very nice looking.
