Mysterious PC

I just bought a PC with this exactly motherboard, and has Omron T-M227-11000 label in its but I can never find appropriate manuals :

What is that PC configured for ?, its good idea to use it for homelab to make a data logger for my weather station nor use it with USB camera as surveillance camera system ?

Its have twelve USB ports, two gigabit ethernet ports, two DVI ports, two COM ports, three SATA ports two of them goes to SSD bracket and one more goes to thin DVD RW, its have 25 pin ribbon socket labeled as “IO EXT” port, and its using DC power supply 3.5mm input, its come with Intel Core i3 2nd gen and also 2x 1GB RAM and have only two sockets of RAM, in its motherboard also have two mysterious jumper and have mysterious label “X1 : 32.768KHz X5 : 32.768KHz”

Can I upgrade its CPU to i7-2600K or even i7-3770K ?, its power input have 24v DC 15a label, also can I upgrade its RAM to 16GB maybe ?, and what is that “IO EXT” ports for ?, is that like raspberry PI GPIO ?

Only thing I can find it may have been used for was medical purposes and looking at what it all has just from a visual standpoint may affirm that.

Smells and looks like medical embedded device, which matches OMRON. Stop thinking of it as PC and start thinking appliance. Getting any real information will be hard or outright impossible.

It is most likely head controller or data processing unit for some medial diagnostic hardware, hence the DC output and ext-io.

If you bought this as cheap PC, consider returning it if you are within return period. I doubt it will be worth the massive headache.
