My PC wont shutdown fully (Fixed)

So I built my computer about a month ago and it's been running fine until today.  it's no longer shutting down completely. I would press shutdown and windows would  shutdown, but my fans would keep running. The HDD LED is off and the only way to turn off my PC is to hold the power button down for about 4 seconds. Any help???

*Cleared CMOS and everything is fine

Does it shutdown if you leave it for a while or does it just stay on?

Has your computer recently installeded updates? Or have you installed any drivers that failed or caused issues?

doesn't sound like a windows problem. it's hardware or bios.

 

Agreed with Commissar. BIOS or hardware.

Have you tinkered with anything at startup? Pressed F10 on accident?

Are you even using windows?

Did you build your PC?

Need more info. Off the top of my head it might be your PSU being retarded. Maybe its board is screwed.

It doesnt shut down while im using it. But it did shut down randomly before it started happening. I readjusted my power cables and thats when it started.Windows shuts down, but my fans for the cpu and case are still running. The last thing I in stalled was a keyboard, I tried unistalling it and nothing happened.

Im on Windows 7 HP. I did build my computer but it was working perfect up till now. And the only thing I did in my BIOS was oc my RAM, but I did before the incident. I even restored everyhting to stock settings but that didnt help either. My computer works fine, its just the shutdown being weird.
