My PC will not turn off?!?

I have been having this problem lately. When I just click shutdown on my PC, the fans and lights stay on while only the monitor shuts down. But when I click reset it shuts down for real.

its been this way for a couple of months

This video might now show it so well, but anyways:

I have tried:
powercfg h off and shutdown /s /t 0
resetting my BIOS to default settings
disabling fast boot in the uefi
using ubuntu

Had you made any changes in the bios when it started?

Hmmm... I don't know, a short on the motherboard somewhere? Maybe with the power and reset switches?

have you tried switching the power and reset switch. sounds like power is on the reset. which explains why when the power button is pressed it restarts

Not 100% sure. As I said it started a couple of months ago, so can't quite remember. But resetting my BIOS to default settings should revert it anyways right?

The thing is I have the same problem when trying to turn it off with cmd or in Windows/Linux.

Not if it was due to a bios update. Restoring to defaults won't flash it to an earlier version.

Do you think I should try to revert to an older bios? I have a sneaking suspicion that it's a problem with my PSU. I have to disable power surge protection in my bios to run for more than a minute or two, granted it might just be a shitty power surge protection.

What

Replace the PSU

Lol yeah, you are probably right. The thing is I don't have money for that right now, so I have to make do with what I have. That's also why I have not tried to troubleshoot by trying another motherboard/PSU. Since I have an RM850, I doubt it's that dangerous.

Sometime mine would do the same thing if I shut it down after gaming. Letting it cool down for 10 minutes fixed the problem.

Just thought I would put my question in here because it is very similar.

When I put my pc in sleep mode it wont wake up, using windows 10.

A friend of mine was having the same issue with Ubuntu a couple of years ago. Is actually a bug with the kernel and I unfortunately don't remember how to solve this problem. But I'm sure that with a little research on Google you'll find the solution easly. So keep calm and don't do BIOS swap or return any hardware.

Interesting. Which version of Windows are you running? I know you said you are using Ubuntu as well. The other question I have is Ubuntu and Windows on the same Drive? The reason I ask is my desktop I have noticed for a bit of time myself has been staying on as well. Exactly like what you are talking about. I am running Windows 10 Pro. I wonder if you try booting just to Ubuntu installed on a seperate drive would the problem exist? Have you been able to replicate the issue on another machine? What is your hardware configuration currently?

I believe I am using:
Asus p8z77-v lx
Intel i7 3770k
corsair RM850
R9 290
8gb Corsair ram
Samsung 840 Evo 120gb
Some random harddisks

I use Windows 10
and was running Ubuntu on a USB.

Huh that is odd. Have tried doing a fresh load of Windows 10? I know some times Windows can eat it's tail so to speak.
