Your photo doesn't work.
But I am going to assume that you aren't runnig anything when you checked the speed.
Your CPU will automatically slow down when it doesnt need its full speed for something. You can disable that feature in your bios. But it is good for power saving.

it shows up on prime 95 as 3.50ghz
so wen using prime it bumbs up to 3.5ghz?

It's what all modern cpus do these day. If they're not doing anything they'll lower the multiplyer and run slower and save power. If you turn on a load it will ramp up to full speed.

should i just reset my cmos? i think my asus motherboard overclocked the BCLK or somthing like that with the 4 way optimization. i noticed it about a day later after my computer crashed playing wargame
my FX6350 is OC'd to 4.7Ghz
But just typing this comment it's sitting at 1.4Ghz (7x clock) and 2.5Ghz (12.5x clock) [NOTE: I have some other things in the background]
However high perormance locks it at 4.7Ghz (23.5x clock)

resest your cmos if you have to but look through your bios options about power saving
yea i have it set to high performance and the minimum processor state is at 100%

So in my asus bios it was on a overclock preset to 3.60ghz with a BCLK frequency of 103.7. i just restored optimized defaults and it was fixed. Thanks everyone for the help!
also- I'm not sure that it was running at .8Ghz to begin with. Task manager is not always accurate. depending on the day TM says I'm running at either 4.3 or 4.5Ghz...
