I don't know how the prices are in your country but normally Haswell should cost the same or less than Ivy so if you can go for a socket 1150 motherboard + i5 4570k/4670k. That video card is horrible compared to the rest of the system, a huge bottleneck. Why go for a a graphics card that is cheaper than your case. If you're on a budget get a cheap case and get something like a gtx 760/770 or a 270x/280x. Are you gonna do any overclocking ? If not, again, get a cheap case and a cheaper aftermarket cooler like hyper 212 evo to keep things quiet or just use the stock intel cooler. 650w PSU is way too overkill for that build and too small if you plan to add a 2nd graphics card. For a single graphics card, a 550w is more than enough for a ivy/haswell system, get one with high efficiency 80+ certified.
Get a better GPU. Something like an HD 7870.
1TB HDD to save money. 1TB is enough for most people.
80+ Bronze 550w PSU will be plenty.
