I really like the DC2  models but I also hear good things about the Twin Frozr and these two are the same price roughly. So I wanted advice

I would say, get the 7950. Out of the box, they perform the same. However, the 7950 has more overclocking capability, which will have a greater performance increase.

Those aftermarket coolers are both quality.

7950, unless you need thouse 1152 CUDA cores more then the extra FPS tou will get from 7950?
