Did you clean your old drivers off?

sure did. about to install a new beta amd driver and test again.

Good luck!

Going from Nvidia to AMD requires very thorough removal and installation of drivers. In your case it might be best to just start with a clean install of Windows.

Edit: not sure if that link is actually useful in your case for uninstallation. It's been a while since i've been through it.

just did a fresh install of windows and installed the latest beta drivers from amd. currently installing every high end game i own. i'll let you know asap.

tested a bit of skyrim on ultra. seemed much smoother. I'm gonna install riva or afterburner and monitor fps tomorrow. i think its fixed for the most part though.

fresh install is good. drivers are good. i think its my ram. its only running at half speed. trying to figure out how to fix it now.

Why in the blue blazes are you running 4GB of DDR3, let alone 1066MHz memory? Go buy yourself 8GB of DDR3 1600MHz or 1866MHz RAM

well if the frame rates still keeping that poor, then rma, the card, then there must be something wrong with it.

It's not his card, hes running 4GB of DDR3 1066MHz RAM, that is going to kill the bandwidth needed for the CPU to run that 7950.
