I am not knowledgeable in this area, is this a useful part of dx12? This surely not open source dx12 full right?
Can I guess that this is mostly useless to people actually wanting open source graphics APIs, as in this will not allow dx12 on Linux. Just news headline chasing and trying to lessen any impact Vulkan might have on dx12 adoption?

I think it means that other API's can use the shade compiler for better results with certain games.

It compiles from HLSL to the binary format but Wine and other DX implementations (gallium nine) still only have to transform the binary format to GLSL or SPIR-V and the compiler won't help here at all.
