I just got a xfx xtr 650w psu with 80 plus gold and true wattage guarantee.
In a year I would like to build a system with ddr4 memory and mid range cpu, motherboard and storage space.
I'm also planing dual gtx 980 or similar.
Will I be able to use this psu?

It actually might be able to do it, since the 980s are extremely power efficient. As long as you arent overclocking them. But I don't know enough about the rest of the system to be sure if you would be ok, and the idea of it makes me a bit nervous.

You should be able to do it (and still have some headroom).
I'd recommend 800W.
Who knows what things will be like in a years time. Maybe yes, maybe no. With the market swaying more towards energy efficiency I'd lean more towards 'yes'. My crystal ball is on the fritz at the moment.
That psu is well strong enough for 2x 980's. That much graphical grunt you wont need to oc anyway.
Depending on the rest of your system, you may just be able to get away with the same power supply. GTX 980s are very efficient.
That power supply is more than enough.
