Hello I am trying to help a friend find a budget gaming monitor($200-300USD). He is looking for 1440p, high refresh rate, ips/oled panel. If possible hdr and g-sync would be nice, but not mandatory.

HDR isn’t worth it unless you are going FALD with >1000 zones or full out OLED. HDR with edge-lit dimming is just a waste of money. So is paying a $50-100 premium for a Gsync chip to be in the monitor, because Freesync Pro / Adaptive Vsync / VRR or whatever you want to call it is all you need.
Hardware Unboxed generally recommends the GIGABYTE M27Q-PRO at $280. You won’t find an OLED at this price range yet.
