Does anyone know a mod for ACS that can run on low end PCs? I remember a modder named Maldo did for Watch Dogs that ran beautifully.

Probably not, but you could get away with getting a capable gaming rig for like $250 with an APU
Otherwise just put every setting to the lowest and maybe mess with the ini files if that's a thing for that game
AC games and Watch Dogs don't use the same engine. That being said, you can edit the AC.ini file and turn off almost every graphical feature, even if it's not in the options menu including global illumination. You'll have to set the AC.ini to read only after you edit it and don't change settings in the game.
But the game is still an unoptimized piece of shit that consumes more vram than it should. So don't even think about playing without at least 2Gb card.
I have a 2GB card. And I tweaked all the settings in the .ini file to zero. And BTW I was wondering if I could run the game on Lightweight Linux Distro+Wine(Maybe it would take up less hardware resources)? And do you agree with the fact that London looks beautiful in ACS and Ubisoft can say based on that that you should have a powerful hardware? And any sources for finding such mods? Like where do you guys search for mods?

Don't bother with the game. London looks beautiful only on the surface. It's a very, very shallow and very repetitive game. You never really get to witness anything interesting happen in that beautifully rendered city because there isn't anything interesting to see or do. It doesn't feel natural like some other open world games. Hell, older titles are miles ahead in both gameplay and story. I'm glad that I got it as a gift. I'd have been pissed if I wasted money on it. And that's coming from a long time fan of the series.
Not to mention the boring story (that I still haven't finished after months of owning the game) and the creepy, unnatural facial expression of characters. I don't know what was on Ubisoft's mind, for some reason they decided that facial animations should be cartoony yet the faces are rendered realistically. It's so fuckin' creepy and it kills any attempt of immersion. Writing and story are also shit and main characters are unlikable douchebags that try too hard to be edgy.
These games get worse every year because Ubisoft cares less and less about quality every year. It happens in AAA industry all the time. They always come to the same conclusion that they can cut costs by simply doing more marketing and making the graphics prettier at expense of everything else because the loyal fanbase will always buy their games regardless of how shitty they get. Now it's just Assassin's Creed time to slowly wither and die like so many franchises before it.

So it IS repetitive. Many people warned me. I didn't like the missions. They instruct me on how to assassinate guys. Which I hate. All the previous titles had some degree of relaxation.
