Is it worth paying the extra money for the full PC version?
The Windows 10 one is written in C++ which makes me think it may replace the java version hopefully along with the mods even though it is a "Pocket Edition".
The original infiniminer clones, like Minetest, were all written in C. Minecraft could not be based on C because then it would also have to be open source and couldn't be commercialized as it was, so it was a java clone instead.
Minetest 4 runs well on 4-5 year old pretty-low-spec Android devices now (which is basically a java environment on a hardware abstraction layer on top of Linux), and since it was always in C, the mods work as well. Microsoft probably aims the C++ version towards Windows 10 Phones when that comes out (exact date of which is yet unknown). For PC's, the java version is the only good Minecraft experience with mods for the moment, and it will probably stay that way, because many mods will never be reprogrammed in C++.
