Hey, forget what I said earlier, after some research I believe it may be the same problem as over here:

RX 7900XT clock speed does not go above ~100 MHz on Fedora 38/ Pop!_OS 22.04 LTS

It might be related to this bug: I have been researching getting a newer Radeon card, and came across this bug. It appears that it might be related to a firmware blob in the newest amdgpu driver.
