Apparantly yes and good for them to recognize how silly of a decision it was in the first place. Now the 'war' can be about substance not penile measurements.
Still going to stick to PC for the time being, then possibly a PS4 for whatever From creates, that or Sony's first party dev's do...

EDIT:Micro$oft is pulling back from those policies. But the fact that they STILL tried to be greedy and money-hungry with the Xbox One doesn't change anything.
