Hi guys. I have a weird problem which google wasn't able to solve. It goes like this, metro shortcuts won't respond or have a very slow response. Let me give you a couple examples.
1. I press the start button, metro pops up, I click on the Desktop shortcut to be sent back to desktop and nothing happens (ever). If I press the start button from the keyboard again I am resumed to the desktop as normal.
2. I made a metro shortcut for Control Panel (or I pinned it to Start) and if I click it control panel pops up in about 5-10 seconds. What's weird is that the PC doesn't look like it's processing anything during does seconds so it's not like it take a while to load, it just has a slow response time.
3. Many people suggested that I use the Troubleshooter to try fixing my problems. Turns out that I can't. If I press start and then start typing "troubleshooting" the program immediately appears in the search bar but if I click on it nothing happens. This goes for anything I search, I can't open anything that appears as a search result.
Here are my specs:
OS: Windows 8.1 Pro 64 bit
CPU: 8350 @4.7 GhZ
GPU: 7950
SSD: for OS
RAM: 8GB 1600mhz
Monitors: 1920x1080 + 1280x1024 (if it matters)

I'd like to add that this is a fresh copy of Windows and that I used some tweaking problems like SSD tweaker(auto), Windows tweaker(for removing shortcut tags) and WiseCleaner optimization which I've always used.
