MD 7002 or intel 3rd gen SP home lab upgrade?

I have been looking into upgrading my proxmox host. The system is a rack mount ATX that uses consumer 120mm fans to keep it quiet. I want get something a bit more modern with better virtualization support. I was looking into AMD 7002 or intel 3rd gen SP. so either SP3 or LGA 4189. mostly im looking at low core count cpus just for pcie lanes and pcie pass through support, also pci gen 4. it looks like cpus run under $200 (intel if you buy a engineering sample). mobos for about $600. though for sp3 its sounds like supermicro messed up their boards and they are about the only option for an ATX board. is one is better than the other? i want to get a cpu above 2.5ghz so i can run virtual machines that I use as remote desktops. my aim to to keep this low power mostly so I can get away with simpler/consumer grade cooling solutions. I dont need a ton of core so I don think this will be an issue.

what i have been looking at is AMD EPYC 7302P or a XEON 4310. either with an Asrack motherboard.
