Making A Windows Emulator GUI

OK so i'm going to start by saying that I have little experience with these kind of things so if I say something stupid then... Sorry.

So I use a lot of emulators these days GBA, DS, N64, etc on windows. But I was thinking the other day, what if I stripped of the GUI (Again I don't know if this is even possible) and rebuilt it somehow to be just dedicated to running emulators, so it would come with all the emulators and some kind of ROM distribution program. So it would still be windows but with only the things that you need to run to use the emulators. If this would be possible then I would really like to give it a go as a summer project or something. So two questions.

1. Will it work?

2. Does anyone else think its a good idea?
