Looking for good data recovery tool

Hello all, I was just curious as to what is generally the best tool for doing data recovery, more specifically for soft-bricked android phones. I have an issue where a family members phone is stuck in a boot loop/stuck on the carrier logo, and I could very well do a factory reset, but that would erase all the photos and videos on the phone, which I want to avoid. Is there any type of software or tool, preferably open source/free that would allow me to grab the photos and important files off of the phone?

What kind of phone?

Is it encrypted?

Is the bootloader unlocked?

Is ADB debugger enabled?

Short answer is no, its likely not possible because of one of the above.

You should use something to back up your photos and video next time, google drive, dropbox, roll your own, they all have auto upload capability.

It's just a standard T-mobile Galaxy S5, not rooted in any way, it's my step dad's phone. Unfortunately for him he did not back his photos or videos up. So basically am I SOL? Damn that sucks. Well despite all that, just for general use what is usually the best recovery tool and or recovery methods.

Would there be a way to plug my phone into my PC and have it scan and or recognize the phone as a HDD? Sorry if noob question just trying to throw anything out there.

Not if it wont boot up. You can boot it into recovery mode, but its unlikely to let you access the storage, to do they you usualy need to enable adb debug or unlock the phone, one required access to the phone to enable it, the other requires it to be wiped.
