Hey there! So I'm looking to get a new GPU in the $200 range. This is a gaming build and I usually play in 1920 by 1080. Any recommendations are greatly appreciated!

How big of an issue is your power bill for you ?
The 960 is a bit more efficient, but the R9 380 outperforms it by a bit.
you could also get the vapor x 280x right now on newegg for 190 after rebate or a power color 285 for 150 after rebate. Possibly less if you can use visa checkout which could be used for the 960 or 285 as well. Similar performance to the 285 and 960(slightly higher) and it has 3gb of v ram and an excellent cooler. That said it uses about 120 watts more than the 960. You can calculate how much extra you will pay for power based on your daily use and your electricity prices.
