What do You use to mark portion of the picture, add an arrow and a bit text?
In windows the snipping tool.

KolourPaint. Also, guys, the tag is Linux.
GIMP is also lightweight enough, if you don’t bloat it with too many overlays. I use GIMP to make memes.

@Zedicus - one of few advantages of Windows system - but it’s very handy one 
@MazeFrame - looks good, but it’s a replacement for screenshot tool, a bit too much, I prefer to stick to GNOME
@ThatGuyB - KolourPaint works for me, thank you.
And just as I wanted to write, that it would be nice, when KolourPaint would start from a click on the notification, I’ve noticed that I have a sufficient app already installed and configured 
It was not working before, but either an update, or recent upgrade spree to make video recording possible, fixed that problem.
