I have a toshiba laptop with a e1-1200 apu. The laptop says it can take 16gb of ram, but the apu infomation says it only uses 1066mhz.
Is it safe to use 1600mhz 16gb ram on this laptop?

I don't know for certain, but my guess would be that it would either: boot the ram at 1066, or try to boot at 1600, in which case it would fail to post and just turn off. If the latter happened, the bios might stay at 1600, in which case you would have to clear the cmos to reset the bios settings. The latter scenario seems less likely to me.
thank you
