Laptop Can't Run External Monitor Properly

The video cars is Radeon Mobility 4650 and the monitor is Phillips 223v5L.

The monitor is connected via vga,it is the only connection option of the monitor.

Windows settings and ATI control center only show 4:3 resolutions or 16:9 resolutions up to 1366x768 for this monitor.

The native resolution of the monitor is 1920x1080.I installed the driver of the monitor just to be safe.

What should i do ?

Try updating the driver?

I did.Didn't help.Tried different cables as well.

The funny thing is i hooked up the same model monitor to the same model laptop for 3 other people and it was just plug and play.
