Ehh i think its a bit unfair for it to be a console killer since a console will outperform that. This is the best i could do for a "console killer", just a few bucks short of what a XBONE costs: http://pcpartpicker.com/p/2kB09
it wont be able to compete graphically, but that is to be expected with the limits of ddr3 ram.But for the price you cant really do much with it yet.
I would also recommend for the build you posted (since you arent at the "budget limit" of the PS4) to get a A10-6800k
