Keyboard not working before Windows start up

I'm trying to reinstall Windows 7 because I'm currently hating Windows 10. I have a Windows 7 CD and a key to make it install on my computer. I have it set up to boot to CD if there is something inside the tray.

However, it needs me to enter a key to confirm that I want to boot from CDROM. I hit keys to boot from it and it just takes to straight to Windows 10. I figured out that my keyboard only works on the BIOS itself and after Windows is done booting up, doesn't work anywhere between those times, which is what I need to reinstall Windows 7.

Is there any fix to this? I'm getting really annoyed with this.

format the hard drive and then install win7

From Windows 10, find the troubleshooting thing and see if you can get into the BIOs there? Unless you are already in the bios, then change the boot order. I think that might solve the issue.
