I'm not actually sure if it's a key-logger or not but if I do a full system restore will all viruses like key-logger or other malicious viruses like that be gone?

Restore, when you go to your control pannel and restore it to "factory condition".

the only way to ensure a complete removal of a virus/keylogger using a "restore like" function is a destructive format and a fresh instal from a OS disk.
The reason for this is that most maliciouse code will find a way to get itself into a restore image, because restore uses the same hard drive thats infected to store the image on, the code can find a way into it.
If loosing your data isnt an issue do the full restore and make sure you use the anti virus software you have to check the system is clean as soon as your able too.
So in your case i do this, Full Restore, Update windows, install antivirus, update anti virus, full system scan
if its an acer hold Alt-F2 on boot and that should wipe it clean
From your terminology, I am assuming Windows 8?
Technically yes, but the best solution is still a fresh install from a disk or flash drive.
If your OS asks if you want to keep stuff or states that your files will not be affected, it won't solve your issue.
