Alright. So I've noticed very thin horizontal lines showing up during startup when the Windows logo comes up. Usually it's just one line. Pops up once for a split second. Is this normal? Also, no graphics artifacts or anything during gaming. I never see any visual artifacts anywhere.

Connect your PC to a different monitor or TV and see if it does it. Try differing ports / types of connection. (ex. Display port, HDMI, DVI, etc)
Do you use VSR/DSR ? I notice that I get a little buggy activity from the login screen when using VSR, but its only for a second while the desktop adjusts resolution or something internally.
DSR is disabled in the Nvidia Control Panel.
