No. It was probably put there to prevent shorts with a GPU installed.

More specifically it is Kapton tape, which is non-conductive but also thermally reflective which makes it useful when replacing SMD components. Thankfully in this case the orientation looks square with the other components, so I would say it’s most likely either factory or intentional. Either way I also vote to leave it.
